The advanced Muslim countries like Malaysia, Turkey and even Iran astronomically calculate the moon phases. This is much easier for planning. Imagine making Eid a national holiday, it would be announced the day before that schools are closed.

The Saudis have a moon sighting protocol at the full moon agency, they take it very serious

The moon has to be seen with the eye, and that's condition. It can be aided by telescope as well. But the way it's done now is completely against the command in islam of moon sighting. They will tell you ramadan and eid for the next 10 years based on calculations. This happened back in 2011 or 2012 and people were told to make up a day of fasting

Calculating isn't as accurate as many people think. Because the moon doesn't orbit around the earth at a constant speed. I remember the Turks in my city celebrating eid on a day which was clearly not new moon.

Back in the day the moon sighting was based on city because it was hard to spread word of a new moon. Now it can be applied globally thanks to telecommunication. The maxim still stands as is, the moon must be sighted visually and there's conditions for the person(s) who sight the new moon(trustworthy etc). The most strict on this ironically is the shia....The sunnis now just wait for papa saud
