I have heard a legend/tradition a few times that God gave the Romani the right to steal from non-Romani, something to do with the crucifixion of Jesus... and that is why theft [from outsiders] isn't the taboo it is in other cultures.
Also alot of the romani gypsies are actually descended from India from the Punjab, Rajasthan and Sind regions. They travelled west due to when the moghuls entering india and wanted to escape torture and / or conversion to Islam. Its also why the romani language is very simular to Punjabi/Urdu speaking languages

I saw them in the USA too in front of Somali malls, pretending to be Muslims.
