I will also add The fire department needs around 10 to 15 water wells located across the city so they can easily access nearby water and transport water across any part of town. It's called fire hydrants in the West and fire trucks can connect to the water storage without needing to go back to fire department.
I would place in each neighborhood and market area fire hydrants as this can help save lives and properties.

I think it's wise to place these water well connections as fire hydrant points across the whole town so they don't need to go to the firestation to refill their tankers. Add some piping and pressure valves to control water pressure and color it up with fire dept logo and secure it from local usage and garowe is going to be fine when fires happen.
