These are the same police forces losing to the OLA daily in Oromia, being captured, disarmed, etc. So, maybe Abiy doesn't trust them to not join the OLA eventually, so he kills two birds with 1 stone- send any potential OLA members/sympathizers among the police of oromia to go fight his other enemies, the tigrayans.
and yes, president mustafa is sending liyyu somali forces there to fight too.

Somaaliweyn are outnumbered by just the MuslimOromo. Youre arguing for Oromiya annexing the 5ta Soomaaliweyn. I think it could fail, or work, depending on whether Oromo can agree to give extra representation to the Somaali in return for taking autonomy/sovereignty from the somaali states
