I’m realistic. Somalis have way too much invested in UAE, Kenya to have a infinite beef with them. That’s just the reality. Certain things though have to be set. DP world shouldn’t be able to sign port deals with regional states, instead of the actual FGS. That’s insane. Ambassadors from these countries should be dealing with the foreign ministry. The maritime boundary should be a done, closed deal. Lastly Somalia should maintain separate independent relations with each of those countries based on interest.
The federal government and the regional states should be on the same page regarding all aspects of our foreign policy otherwise foreign powers will use one or more states against the FGS
Somalia should have one foreign policy, dictated by the ministry of foreign affairs. These policies should be based on the overall benefits of the nation.

View each country on merit. Egypt has very little presence in Somalia so maximum drive to develop bilateral relations on security and trade. They respect our sovereignty and need an ally in reigning in Ethiopia.
Ethiopia I would reverse the deal to sell our ports and also look to take over their role in SWS and Gedo. Kicking them out is an important goal so we can deal with them on equal terms.
Eritrea, zero relationship. Backlist them from Somalia.
Qatar, despite their disastrous support for Farmaajo don’t sabotage the relations we’ve built with them. Just make sure they’re aware we’re no longer choosing them over UAE/Saudi/Egypt etc.
UAE, Kenya repair relations. Get UAE to respect Somalia’s foreign policy and sovereignty rather than run to individual states when problems arise. We have a lot of trade with these two countries so I would try to push for free trade and investment deals.
