Would it be possible to forcibly urbanize, educate, and militarize a rural population, and if the answer is yes what would i need to do it. Just a curious question, nothing serious for now.

Yes, Siyad Barre did education campaigns where student taught rural people to read and write. Well first you need to secure the area of Al-Shabab, then you need food security, then you need teachers and workers to build infrastructure. Qabilism is another issue that you have to deal with. Every region should have a developed capital where the majority of it's people reside. The biggest problem with the Somali military is they just "take over" a city then leave. We need to build military bases in the places we take over. Furthermore I think we should strangle Al-Shabab by taking the coast forcing them to resupply from Kenya and Ethiopia, then we just go around the boarder and they run out of weaponry.
