If Mogadishu is serious about fighting al-Shabab, they should at least jail, if not execute, the two leaders of Shabab in custody at the moment. Moreover, there is no equal justice for ‘minority’ clans in the region, hence why al-Shabab is thriving in this discourse and death.
A good thing came from this shameful attack, in the past back to back presidents were at loggerheads with all the business people in the city who resisted very rudimentary security because it would hurt the flow of business.
To break this down, successive governments have tried to ban the practice of "damiin" done all over Somalia, this is the process whereby trucks or other large vehicles are only given passage through a checkpoint within the city or into the city if the businessman who the merchandise is going to gives the clearance via a phone call.
The guys at the check point would simply give them a call once the driver passes the details, they check their log books to confirm his name/number/business etc and simply let the vehicle pass without doing any checks, because the sheer volume of traffic makes this an impossible task.
These businessman fought both HSM/Farmaajo government's tooth & nail who wanted to change this, this government proposal was even more extreme then HSM, they propose to ban all trucks or large vehicles coming into Xamar, everything had to be unloaded into small vehicles (to reduce the impact of a large scale explosion)
The downside to this is that it would drastically increase prices for the consumers in everything while businesses loose out. Hence why this was resisted so fiercely.
The whole practice of "damiin" both governments wanted to ban, introducing ID card's instead, with designated drivers and specific zones were all large vehicle are unloaded not allowed any entry around key zones, this is something that would also destroy the building boom in the city as well.
After this attack, this practice of "damiin" which is practised all over Somalia has now been banned in Xamar, not a single businessman dared to contest this after this massacre took place, and the above plan is now being implemented.
This practice of "damiin" works in other cities in Somalia because the flow of business is nothing compared to what happens in Xamar, most of the other cities are single qabiil enclaves were everyone knows each other pretty much, they don't even have log books in many of those places.
