I don't believe a single thing from the heritage institute which is affiliated with Matt Braden's Sahan Research think tank. Here is a Somalispot thread on the connection between the two. Don't forget Matt Bryden was declared persona non grata in 2018 by Faarmajo adminstration years before this "report" was published. They have an agenda against Faarmajo.

The same people backing Bryden are also affiliated with the Aynte family I believe.

More like Somalia is a cash cow for some African nations since they get paid to have their troops squat on Somalia. ATMIS/AUSSOM is essentially a money laundering scheme at this point.
