He's obviously doing it because they are getting in his way of dominating the country. But it's obviously a great change. The fact that a somali got has released an official document saying this completely changes the status quo and its not something hsm can just take back. (Although I don't think he will since nobody has been able to make him change course on internal poltical decisons)

This news signals that international partners are sick of HSM and his reckless incompetent adminstration. Evidently they put extreme pressure on him forcing him to lash out and publish the two page letter that basically condemned the major international partners that support the existence of his gov. He's a drowning man and soon enough we'll get rid of him.
