Farmaajo and Kheyre are not really doing much of anything in terms of security. You still cannot go from Beledweyne to Mogadishu by car without paying the khawarij. The same goes for Baydhabo to Mogadishu, you can only go between the two cities if you are part of an Amisom convoy. Kismayo is basically a city-state. Jubaland is Kismayo, KG is basically Baydhabo and Hirshabeele is Jowhar and Beledweyne. Even ~40% of Galmudug is controlled by the khawarij.
Puntland is the only functional federal state in Somalia. You are not a state if you do not control your roads! It really is that simple!

Our road network is pretty good. I doubt the roads to the coastal town are paved though. I only of the el-dahir-bosaso and galdogob to garacad is the only trans-region paved roads. I think the eyl and bayla coastal roads is a 'gravel road' they usually from what I seen do gravel roads and then later on pave it in a second phase. I hope that happens. I don't see the garacad-galdogob road on there nor makhir road. So it's not fully accurate of PL road system.
I didn't know there was a gravel road to haafun. Wat the f*ck is ali saleban waiting for, connect qandala to bosaso high-way. Without the road, noone is gonna lay down fiber to your areas.
