Yes, he sent a lot of SSC men to get training, because he wanted to use them as cannon-fodder, for when he attacked Mogadishu and took over. If he thought of them, as anything beyond footsoldiers, his term, would have been the time to launch a war to dislodge the awful men who were holding SSC hostage.

I feel bad for the people who keep being tricked by the same men, over and over again.

If he even cared about Somalia's unity, he would have dealt with SNM. Firstly, by sending an SNA contingent to SSC, and then demanding for SL to move to their clan borders. He could have also lobbied the I.C. to withhold funds, on the basis of all the assassinations that took place in SSC for years. Instead, he sat back, pretended to be 'Wadani', meanwhile, he was training THOUSANDS of troops, to takeover Mogadishu, so that he could install another Kacaan regime.
