Farmaajo damaged his clan the most during his administration by attempting to push his centrist agenda onto the country. Both him and HSM are hypocrites. Now Farmaajo is seeking to defend the very same constitution he frequently sidestepped during his time in power.
HSM is no different. During his time as the opposition he was bringing up how Farmaajo was violating the constitution at every turn just to criticize him. Look at this video to see his hypocrisy.

Centralized is maybe a bad phrase, but a unitary government that's economically decentralized is very possible.
