Least loyal? Probably Rashaida and Akele Guzai Tigrinyas.

The former are Arabs who kind of live amongst themselves and don’t bother anyone. The latter have elevated levels of Agame sympathy and heritage.

On the whole, all ethnic groups are still exceedingly loyal to the idea of an Eritrean state and “hade hzbi, hade libi” (one people, one heart) in comparison to a country like Ethiopia. There’s no grassroots secessionist movement that has been started in Eritrea. Groups like RSADO and DMLEK have all been started by Ethiopian members of ethnic groups that spill into both countries.

Massawa has always been pretty cosmopolitan. Was mostly settled by Tigre and Tigrinya pre-independence. Also contains an Afar and Saho minority. Nowadays it’s probably got a Tigrinya majority with a significant Tigre minority. Internal migration in Eritrea is mostly bidirectional nowadays. Tigrinya people are moving out of cities like Asmara for cities like Massawa, Keren, Agordat etc while the other ethnic groups are moving in

Afars generally weren't in favor of their lands being under Eritrea which is why a rebellion or insurgency started in Dankela in the 90s but RSAFO seems to have no dropped the secessionism in favor of more autonomous status given to them after the fall of the regime as they're part of Eritrean opposition group.

Eri Afars voted pretty unanimously to be part of Eritrea. You have to remember that the Afars in Eritrea are of a different clan to those in Ethiopia.

Afar Revolutionary Democratic Union (ARDUF), which is headed by Mahamooda Gaas and is calling for the autonomy of the Danakil region from the Asmara government. ARDUF's military wing.
ARDUF claimed that armed clashes have taken place within recent months between Ethiopian security forces of the Tigre Region and Afar militias and civilians in the border zone. ARDUF also claimed responsibility for armed operations by Ugugumo militia against Eritrean security forces last year. Tigrean forces are thought to have operated with Eritrean forces to invade the Afar regions of each state in December 1995.
On May 20, 1995, following in the footsteps of his previous Afar resistance fighters, Martyr Ahmed Humad Igahle, from a small village of Abbe in central Dankalia, has led a new rebellion against current Eritrean regime. He took up arms struggle to fight for Afar self-determination with an aim of establishing the right for Afar self-determination and rights to self-rule in Eritrea.
The Afar Revolutionary Democratic Unity Front (ARDUF), a rebel organization which has been fighting against the anti-Ethiopia regime of Prime Minister Meles Zenawi and the Eritrean regime of [President] Isayas Afewerki for many years, warned in its statement issued on 20 September 2003 that all foreigners who would set foot on Afar soil to carry out a divide and demarcate the Afar people and territory would be held responsible for any consequences

"Our twin enemies, Sha'biyyah (Isayas Afewerki's) and weyane (Meles Zenawi's), have been, under the auspices of the United Nations, carrying out illegal acts of brigandage against our people. Let the whole world know that ARDUF is reiterating its firm stand as it did in 1990, 1991, 1993 and 2000 that it is not only opposed to the illegal act of dividing our Afar people and demarcating our soil under the guise of "border demarcation" between Ethiopia and Eritrea, but also ready to render any demarcation exercise ineffective," ARDUF underscored.

Voting in favour of independence by a margin of 99.65% is hardly opposition. Kunama and Afar had reservations at the start of the "ghedli" but were proportionally represented amongst the EPLF by the end of the war

Also, ARDUF is an Ethiopian party (and terrorist organisation). Speaks nothing about Eritrean Afars.

It's also clear that Afars don't want their own country. Notice how it's always about "autonomy" rather than secession. Because anyone who's looked at a map knows that the Afar have been dealt with the worst hand possible in terms of their land. Afar secession would be suicide by starvation/drought.
