I don't think they can even if they wanted to. It hasn't even been 3 years since the last war ended, and there's also ethnic militias fighting across the country.

this never will happen ethiopia will be sanctioned into oblivion. their other option regime change and installing friendly govt put they dont have power to do this nor influence. neither somalia or eritrea have got to worry about land being annexed by force. if it happens its because they were invited in or signed deal with locals
