We need to identify talent at young age while nurturing their minds in primary-secondary school and throw their skinny asses into either technical-business-professional-academic streams to support the economy.

Those are the 4 streams of skilled economy, the unskilled economy is customer service-factory work-farming-livestock. So we need an economist and academics and policy people to come together and create a transformation from third world economics into skilled economics and develop the time frame and phases needed thru project management methodologies.

Puntland and Somalia economic activities is only unskilled(rural livestock, farming, fishery, frankincense), the urban economy is only small time trading of imports, with a small scale basic industries of water-electricity-construction which is very third world in human capacities and the supply chain is majority foreign be it parts, materials, skills beyond customer service and cleaning is local, where-ever a skill is needed Local Somalis will not get hired which needs to change.

I will digitize puntland academy and ask for professors to teach our students thru online facilities if we can't secure professors to come and add expertise and knowledge transfer to our identified talent pool and create a professional and technical economic class which is sadly missing.

I am sick of pakistani and indian doing all basic technical work in PL that a 20 year old can do in australia. A building construction should be totally locally supplied since it's a simple topic and doesn't requires years of study but just needs apprenticeships, they don't need to innovate but just build following a trainor who teaches them like their doing for our hamar security thru trainors, we need trainors in our economic fields also

You made some good points and I also want to point out scholarships and westerners coming to take the most intelligent pupils causes a brain drain on our human capital. I think we should reduce scholarships or force them to return after they finish uni and work in the labour force for a certain number of years

Do u know how many unskilled jobs we can create just from 'construction' sector? the doors-windows-nails-bricks-transportation if we had a govt policy that says all construction activities supply chain must be 100% or at least 80% supplied inside Puntland and bring in investors to create the industries that create doors-windows-nails-bricks and import the 'wood frames only', so we need to identify our 'imports' and create technical institutes that develops a technical pool of puntites and we must tell business people iskugu taga shareholding and create factories for these largely unskilled population who can work on producing the bricks-nails-windows-doors-electrical-plumbing.

@Royalflush we need the govt to make working for govt un-attractive in pay and responsibilities, once we get them out of the mind-set they will get rich from government position, they will look at private sector, if u want to be rich, it can only come from private sector and may lead into a boom time for our private companies as more investors join and compete and finally innovate their business with quality, new ideas, etc so they can keep their edge in the market.

The govt roles should be paid less then private roles so the private sector booms, the govt should only seek talents with the best brains as their policy advice could damage the nation if the wrong person is in government.

I agree the private sector is the way forward, the government needs to stop making projects and implementing on them where the money can be embezzled and the government can’t complete the fast efficiently.
However there should be some red tape for example I don’t think hormuud should be a legal monopoly in the telecommunication sector. The government should split up large private sector firms and subside certain others to promote others joining the market.

The government roles shouldn’t be paid less they should be payed in value to their role or else no skilled person will enter and it will be hard for them to progress up the ladder without significant pay rises.

If their paid more it leads to private sector being taxed more to cover department expenses which employee salaries are the highest expenditure because it's an ongoing cost rather then fixed costs. The govt roles should go to the best and brightest and paid accordingly but not extravagant as someone has to pay for it
