Human rights is a buzzword and changes every couple centuries why would muslims subject their nations to the values of kaffirs.

religion is optional but if you are in a muslim country where 99% of people are muslim you should be able to use religous laws to govern.

if there is a enclave of christian and jews within a muslim nation. The sharia acknowledges that and lets them govern using jewish courts or Christian courts.
