YEs you need pay 150$ US dollars. U can do at abroad also at the embassy.

Yes. According to the constitution any Somali, regardless of his location or country of Birth is a citizen of the country.

But I would have added special clause to this article by forcing elected politicians to denounce their dual citizenship.

That would be a good this way they can't steal from the country and than move away
