Djibouti / Somaliland: PADD communiqué on the destabilization of Somaliland by Guelleh.
The Democratic Party of Djibouti, PADD, denounces the destabilization of Somaliland by Ismael Omar Guelleh and calls on the African Union and the countries of the Horn to condemn and open an investigation on the arming of a clan of Somaliland.
Since the presidential election in Somaliland on November 13, 2017, the security situation in Hargeisa has deteriorated rapidly. This election brought to the head of the country Muse Bihi Abdi, a Habar-awal / isaaq. His main rival, Abdirahman Abdullahi, a Habar-yonis / Isaaq, had seen the presidential election.
This dispute between these two politicians has aggravated relations between the two largest clans of the Isaaq ethnic group, the largest tribe in Somaliland. Somaliland's new president, Muse Bihi Abdi, has begun to target political, military and mercenary figures of the Habar-yonis / Isaaq clan.These members of this last clan have been removed from the army and the police.
This situation led to the secession, in September 2018, of the Somaliland army of a large number of men all composed of the Habar-yonis / Isaaq clan. These former soldiers led by Colonel Caarre set up a military camp in the far north of the Sanaag region and took the name of "Dulmi-diid rebellion".
Following long preparations, the Dulmi-diid rebellion led by Colonel Caarre began, since the end of June 2019, to carry out attacks against the installations of Somaliland soldiers in the north-east of the Sanaag region, in the direction of Maydh, coastal city, the city of Ceerigaabo.
Since 90% of this rebellion is composed of members of the Habar-yonis clan, an estimated Isaaq clan, and more and more other Isaaq clans are joining the Dulmi-diid rebellion, the president of the Somaliland has sectored the management and the strength of the army. More than 80 percent of the army and heavy weapons staff have become Muse Bihi Abdi's clan, Habar-Awal / Isaaq.
The situation of conflict gradually turns into a civil war between two clans of the Isaaq ethnic group, Habar -awal and Habar-yonis.
The position of Djibouti.
The President of the Republic of Djibouti, Ismael Omar Guelleh, married to a woman from the Habar-owal / Isaaq clan, has already taken a stand in the upcoming civil war in Somaliland.
On 23 July 2019, a delegation led by Somaliland Defense Minister Abdiqani Mahamuud Ateeye arrived in Djibouti. The young Somaliland Defense Minister is of the Issa ethnic group, the Mamasan clan, under Badarahan clan, and the Reer-Farah clan division as the chief of staff of the Djiboutian army - General Zakaria Sheikh Ibrahim. There was also in the aforementioned delegation:
1 - the consul of Somaliland in Djibouti: Abdifatah Said Ahmed, of the Habar-Awal / Isaaq clan;
2 - The 1st Lieutenant-General Brigadier: Abdirisaq Said Bulale (Afguduud), of the Samaron ethnic group;
3 - The Chief of the National Army: Major General Ahmed Ali Mohamed Chief Formation, Habar-Awal / Isaaq clan;
4 - The head of the medical corps of the national army: Dr. Ahmed-Shadi Abdillahi Mohamoud, clan Habar -awal / Isaaq;
5 - The chief of the artillery of the army: Yusuf Aden Nuur, of the clan Habar -awal / Isaaq.
This delegation, almost composed of members of President Muse Bihi Abdi's clan, had made a two-day visit, during which the delegation held talks with the Djibouti army chief of staff - General Zakaria. Sheikh Ibrahim, the commander of the Republican Guard - Colonel Mohamed Djama Doualeh, the director of the National Police - Colonel Abdillahi Abdi and many other senior officials of the Djiboutian government. These mediated meetings with senior Djiboutian officials were a way of deceiving public opinion, but the hidden objective of the mission was to submit to President Ismail Omar Guelleh the message of the President of Somaliland, which was a request for weapons and medicine for Hargeisa.
The President of the Republic of Djibouti has given his approval for the delivery of arms and drugs to the Muse Bihi Abdi clan and since July 26, 2019, unmarked trucks are delivering small quantities of weapons and medicine to a barracks in the region. This decision of the President of the Republic of Djibouti, Ismael Omar Guelleh, is in flagrant violation of the UN Security Council Resolution 1844 (2008) and precipitates Somaliland in a situation of interclanic civil war.
