discussion: is it corruption or necessary to force licenses to export or import in Somalia but have those licenses only given 2 companies close to FGS

I believe it’s necessary. We need state or private monopolies that are easily accountable and taxed.

Examples so far include fishing licenses, khat, medical equipment. FGS is now banning non-licensed traders in these areas and giving licenses to companies/individuals close to the government which they’ve signed up to tax payrolls.

Enforcement of bans on traders without licenses is actually in the benefit of the gov as it’s taking out potential competitors. This is likely the only way to increase gov enforcement/efficiency as there’s a profit incentive for both the companies/individuals given these licenses and also the gov who gets taxes

Example on fishing, new deal with Ethiopia

example on medical imports.

Fishing licenses locked up to a few companies close to the gov and China
Khat contracts which is exclusive to the president and his team. This has allowed us to get favourable deals with kenya+Ethiopia who are competing desperately for the market

You just want your mooryaans to profit at our expense
No, it’s more important than that.

When you lock up contracts and trading to select people, pros are

• easy to regulate

• easy to tax

• FGS can control it through foreign countries and have them enforce our sovereignty as it’s in their interest to access Xamar market

Good luck trying to “enforce a ban on all unlicensed traders”

If this was a daacad thread you would start with telecoms where it makes more sense on every level not fishing or medical equipment.

Telecoms are already a monopoly and quite regulated. There’s an incoming telecom tax actually and it’s planned to raise quite a lot of money

Quite a good example in fact how the gov can easily regulate and tax state/private monopolies

Telecom companies regularly take directives from AS and do business with them. Clearly they are not regulated.

Monopoly ≠ State control

That can only be solved if the gov can provide them security.

Can’t exactly blame telecoms or the average businessman taking orders from a terrorist grouping when they don’t they get bombed quite easily.

Regardless the gov can also order those telecoms on tax, your regular regulation like requiring ID which is in the works now, also sites they want taken down etc.

Decentralised telecom would be a nightmare, decentralised medical imports is a nightmare etc etc.
