I'm a neo traditionalist first and foremost and I believe local systems that locals understand and is based on their culture(clannism) and values(wada tashi or consensus type politics).

I only support democracy because that's the current geopolitical foreign flavour but my heart wasn't and still isn't settled with it because thats a blue print on how the majority rules and that's in stark contrast to our wada tashi consensus values.

What I do know any foreign system won't work in Somalia if it isn't crafted carefully to compliment the culture and values, we were all nationalist and democratic in 1960 to 1969 following in the new style of governance from colonials and we then went shuuci in 69 and it came tumbling down in 91.

Now were all capitalist and democracy and federal let's see how long that last but my prediction is a bit better as the federal structure takes clan culture onboard but we are struggling on governance method as the majority rules system causes way to many problem and isn't a good fit for our wada Tashi values so my prediction is federalism may last but not the democracy.

In a proper democracy you need independent thinking(high education based societies) not nations with the lowest literacy rates, it simply won't work but you also need financial independence(so you don't need to rely on groups). U need huge knowledge and economic gains before the conditions are ripe for democracy to succeed none of which are present in Sub Saharan Africa and only have democracies in name only.

I don't think it's perfect and has huge issues like an Issa has 8 MPS while Abgaal has 12. Abgaal and Issa like wtf power sharing is that. I think the idea was a good start untill it got misused to give non darod clans way more share then the on-ground realities.

I think it should be done at a sub clan level power sharing as that's what people are loyal too not wider tribe power sharing. Clan A group gets this quota and you can put all clans who belong and meet the requirements, Clan B group gets this quota as long as they meet requirements and U can do this for C grade clans, D grade. Sub clan power sharing is what 4.5 should've done.

I know people may not agree with my power sharing but the system to class clans into sub clan categories and allocate powersharing quota is best untill a proper census is done.

Clan grade A to me is the following
Majerten, Abgaal, Isaaq, Rahanwayn, Madowwayne

Clan grade B
Habar Gedir, Marehan, Dhulbahante, Ogaden

Clan grade C
Murusade, Leelkase, Warsangeli, Samaroon, Hawadle

Clan grade D
Dashishe, Sheikhaal, Bimaal, Surre, Issa, Gaaljacel, Awtable

This would give all clans who are armed or not armed a sub clan quota that reflect the on ground reality not this 4.5 shit where langaabs get way more power yet the nation is in turmoil because they can't enforce their power on the land because they simply don't have the capacity.

I really do believe Somalia will be at peace if sub clan power sharing is done. Remember just cause your not a clan A or B clan doesn't mean you can't win, as the election race will require you win at least 3 out of 4 sub clan categories, it may even get competitive and tight as people scramble to compete for clan D categories as their bloc of votes may be needed in tight elections.
