I'm sure there would be plenty of volunteers but that's the least of your problems.

Raising a few hundred million shouldn't be an issue either if it's a serious organisation.

However it's obvious that our allies and our current leaders in Somalia don't want a competent Somali force.

This is why the Turkish base is pissing of a lot of factions.

The fall in the price of oil has to lead to less terrorist attacks, Saudi Arabia is stuck in Yemen, the Qatar crisis, Tigray regime vs everyone else and the Kenyan post-election violate has pretty much put most of our real enemies focused on other matters.

You're forgetting that the larger powers also don't want to see us independent.

Those puppets you mentioned won't be able to stop a competent Somali army forming if we had the political will (i.e. Farmaajo finding his balls).

However those at the top could easily "enforce the arms embargo" and prevent any donations.

They could even threaten to arrest anyone involved as most well off Somalis have dual citizenships.
