This is good modernization project. Every inch of land in PL urban or rural, u can report a crime to 999 and the closest police station will respond. I am impressed with our prison system also. We do need more work on our civil/criminal courts where crimes need to treated with the same severity as military courts do with terrorists, where-as their is rumours 'elders' play a behind the scene role for 'CRIMINALS' in court matters, which is unacceptable.

It doesn't matter if ur deep in Saaxo South-West Mudug or Towfiiq South-East Mudug or Outside Erigavo in Yubbe, u all will have access to 999 police emergency number, u can report any crime either to you, others, or the land and the closest police station to your area will be dispatched immediately to handle the situation. Good point I was thinking of that, a terrorist hotline to the PSF. Lots of ppl would give up 'tips' to PSF if it was anonymous.
PL needs to identify 'drainage' as a big part of it's road infrastructure plus farming drainage(they neeed it also or harvest could be ruined by these type of rains). The rains we get are known, the roads built must 'match' the weather conditions. We need to ask road experts to craft the 'road baseload capacity' and drainage capacity needed for 'monsoon conditions'.
We must demand all-weather condition road quality. We must 'test' it when built first a 'patch' with high pressure fire-dept hose to see how much it can withstad or mimick the pressure of monsoons. We must do this to ensure their laying down the 'right quality' the scammers.
I wanted this number so badly when I was back home. I would have it on speed dial walahi.

Puntitequeen the trick I use is this to see their 'real' and not 'bahal with shaar or multiple shaar on'. This trick will work for u too.
1. Look at their life/body/mind state(chaotic, peace, consistent, flip flop) and measure it over 'long duration' as they can put on a 'show'. Also measure(others are not around or cameras wa istus istus kkkkk)
2. His HOUSE and his wife/kids if their 'happy' he is good leader if their not wuxu raba inu adigu ku soo geli talo xumadisa. Most tho carurtisa ayaaba laga qaata, fashil/state collapse calamad hadi wax kale loo dhibto.
