In Somaliland all transactions are shillings under 100$.

Aping Somaliland's method is not going to fix Garowe's financial and currency issues.

The root cause of their issue is that Trust in counterfieted paper money is in short supply. Deni himself doesn't trust it, so why would anyone else?

The $10 limitation will only make life harder for an already vulnerable people. The great majority of people earn $5 at most and they send $2 to their family (dad/mom) etc. That will no longer be available to many people.
