@MenacingGeeljire I am not saying your right at all. @The Midlands could be right but from outsider perspective. They only understand 'district' and 'tuulo' or villages around it, the national road serving as a 'hard infrastructure' for distance measurement and the 'east/west/north/south' side of the road sharing.

Plus im not sure how you guys settle. But in PL. We settle urban towns, rural towns(infrastructure like electricity, water, schools, local govt) and then tuulos and villages with none of those which is what we call 'tuulo'. We also have nomadic population not permanately settled anywhere but depend on 'water wells' or 'dams' these guys tend to be 'backbone' in our GDP so we assume also population. These guys move constantly for pasture after rains
