This is a lie, Federalism was mentioned in 1947 by the HDM political party, however it was rejected by the SYL because they saw strength in unity (see below)
Decentralised form of governance was also suggested during Siad barre’s early days of power before turn the civil society into a harsh, cruel dictatorship.
The men who requested decentralisation left their posts & were later persecuted
