To celebrate milestones (graduation, wedding, birth etc) or Eid gift. It differs with families. I know of one family where the girls are gifted either hajj or dahab upon graduating.

It’s been the other way round for me. My parents would gift it to me as a kid/teen. I asked my mom for some of hers recently and she told me to save up for it myself
