Minus the unnecessary insults, I think hibaq is right. In Mendelian Inheritance (formulated by the great priest Mendel), both parents have to have at least 1 copy of the recessive blue eyes allele to make the recessive phenotype to appear with a chance of 1/4.

Had the Somali man had the recessive allele, that would mean Somalis with blue eyes would exist, which is obviously false.
