Carmo is no district and doesn't satisfy a district. It's a tuulo. A district needs school so the kids in the surrounding villages come to study, it needs health center so it provides health to its locals and surrounding villages, it needs a certain population, and it has to demonstrate it is the head of at least a number to villages where they come for services. Carmo isn't a district, untill it has number of villages reporting to it or at least nomadic population reporting to it.
