Leaders make their own decisions in Islamic fiqh after consulting the shura , a consensus or majority is unnecessary

A kingdom isn’t “shirk.” This is simply the talking point of the Khawarij.

Also there’s nothing in Islamic law that prohibits a monarchy, especially a hereditary one as long as the Muslim ruler is choosing competent and God-fearing people in positions of authority to the best of his ability. The great companion Mu’awiyah رضي الله عنه passed on the rule of the Muslims to his son Yazeed (not praising Yazeed but simply stating facts). A monarchy may not be ideal to many people but it isn’t prohibited, it can in fact be mixed with a caliphate (like it was throughout most of Islamic history) and if the ruler takes power by force, it’s an obligation to obey him.
