Interesting topic. I've heard of this rain theft and climate engineering from conspiracy theorists, but I dismissed it as BS. The man said that it used to snow in the Galkacyo/Hobyo region...

Last time I remember, my grandparents who were born and raised in that region said that it was hot as hell, all year round. Perhaps he means desert condensation (frost)? It does get quite cold in the desert.
