A 12,000-follower Twitter account got their hands on this, and yet not a single small or large media site reports on it?
The numbering of the code seems to reference the "Name Accuracy in Credit Reporting Act," which pertains to transgender issues.
Looking at the language used in the document and the naming conventions, which should have "Somalia" and "Jubbaland" in all caps, a leak like this would typically be sent to a more reputable source.
The file states it is declassified, while the poster claims it was leaked. On top of that, the layout does not match the uniform formatting used in official congressional reports.
Finally, the content itself raises questions. It paints a picture that contradicts reality. For example, it portrays a unified Darod and Hawiye front, yet we know that in Jubbaland, particularly around Gedo, FGS appears to have some support from the Marehan clan. HSM own clan isn't even fully behind him, we know they have fractured regional, tribal and even loyaties to Shabaab it's one of the reasons why his campaign in central Somalia wasn't able to flush them all out.
If HSM intended to colonize territories, why would he focus on Jubba and not South West? Is he planning to relocate a bunch of stragglers? I was half-expecting the report to start mentioning the Irir Samaale "boogeyman" and the triumvirate of IOG, HSM, and Cirro planning to resurrect Aideed with an undead army of USC and SNM to conquer the entire Horn of Africa.
There is an obsession with 1990s large scale clan warfare but we known time and again that Somalis are incapable to ever unify for any long meaningful before resorting to infighting. Did we forgot the USC starting butchering each other the moment they captured Mogadishu? That the SSDF was the first rebel group to start he Civil war? That the arguable the first clan to be killed by Barre where majerteen villages? That the SPM switched side and joined the USC? That the SNM disintegrated into tribal warfare and only with luck didn't end up in years long tit for tat small scale tribal warfare?
After the last election in Somaliland we got users embracing unionism out of tribal spite even.
