This is a good beginning. Dispute will not be allowed to spill over to fully fletched conflict even then the people who pay for much of the development and donors who fund a lot of things in Somalia and Somaliland gets a substantial portion will make it clear to everyone if it is not resolved peacefully than favors will end. They have control on every region in Somalia and can act tough.
It has not reached there yet but if it would if things would have gone out of hand.
Also some of the actors have foreign passports and can be easily swayed.
