This idea you need one system for the whole nation is wrong. Hong Kong is literally an independent nation and still apart of China. Maybe PL can adopt this model of federation. Hong Kong doesn't pass any responsibilities to China because China is under their system and Hong Kong has their system. Their both equal in weight. We need something like this for Somalia and PL. Two Systems but one country.

PL is only apart of Somalia 'official purposes' let's be real. We are totally independent economically, politically, militarily, and even foreign security wise(PSF, PMPF). The only thing missing is bi-lateral deals with IMF and International businesses like Oil Companies. This is the reality on the ground. There is literally nothing Hamar can do beyond 'interfere' in PL, they have no power over the region and this needs to be accepted by Somalis so we don't waste 20 years trying to interfere with each other but sign the ONE NATION TWO SYSTEMS. As for SL they can remain 'unrecognized' searching for recognition. It doesn't bother me as long as I can sign my own ARMS DEAL AND OIL DEALS AND HAVE 120 CONSULATES IN GAROWE.
