Venezuela is the way it is mostly due to harsh sanctions by the west, not the lack of human capital. You can see their economy is recovering right now thanks to having access to partners in the Global South. Many countries that the West sanctions will take a similar path and eventually render Western sanctions useless. Russia is a perfect example. As long you have resources there will always be a buyer

Also Chad can relay on China for technologies, most of the Oil rigs are set up in Chad, they just need people who can maintain them
