Can you learn a language just using the internet by listening and reading it alot?

Alot o people I have asked learned languages just by watching tv shows in the language such as english or arabic, they listened to it alot all the time and eventually learned the language, could this be replicated with other languages, if I read and listen to the language alot, and try to learn the words through a dictionary, just with the internet, could I learn how to understand the language all on the internet?
