My guess is this is aiming to discourage Turkey who recently just opened that giant military training facility for the Somali Army in Mogadishu and now they are aiming to build the government a parliament building

Couldn't agree more, Al kebab denies attack because they indirectly weren't responsible for the premature detonation.

It is the Bantu and foreign fighters that push this ideology because Somali civilians don't matter to them, this is why many members were either killed,left group or went to join a small ISIS group in Puntland.

Pretty much. AS for sure carried it out and received the material from their foreign backers. It's not a weak useless nation like Ethiopia either.
