I'm not much of a Joe Rogan fan cause I don't watch his podcast, but he's not inciting violence to the homeless. He's making a point that California has ridiculous laws that gives property rights to the homeless who own nothing, but does dick all for violence in the state. He's explaining that California's legal system is a joke.
