The statement acknowledges there is a lack of consensus but importantly it doesn't place the blame wholly on the FGS.
The IC definitely approves of the changes and the timeline and wants Puntland to be more accepting of them.

It is not surprising that the IC accept the changes that have been made to the constitution. Puntland's representatives have agreed to the changes, and despite any opposition, it was passed through parliament with a majority vote in favor. Despite any corruption within the parliament, it is still considered legitimate from an international point of view.
Instead of turning a blind eye. By acknowledging and accepting the changes, Puntland can move forward and make progress towards a brighter future.

Puntland better tread carefully from here on out otherwise it’ll be labelled a spoiler, if that happens they’ll be forced by IC to open dialogue about the constitution they don’t recognize. In the eyes of the IC though the constitution is as good as done.
