The UN Security Council on Monday delayed a plan to draw down the peacekeeping mission in Somalia after finding that Somali security forces were not sufficiently trained to take over from the exiting forces.

Some 1,000 troops in the 20,000-strong African Union Mission in Somalia (Amisom) were scheduled to leave by the end of October, but the council unanimously adopted a resolution postponing their departure to the end of February.

Deployed in 2007 to shore up the Somali government in its battle with Islamist militias, Amisom operates under a Security Council mandate and receives funding from the United Nations and the European Union.

In a letter to the council, UN Secretary-General Antonio Guterres said plans to cut Amisom troops "were not realistic", noting that Somalia suffered the worst terror attack of its history in October last year.

More than 500 people were killed in central Mogadishu in a truck bombing attributed to Al-Shabaab.

The council extended its authorisation of the Amisom mission until May 31, 2019 and declared that there would be no further delays in the drawdown beyond February of next year.

The British-drafted resolution said Somali security forces should be built up "with the aim of Somali security institutions taking the lead by December 2021."

Somalia is scheduled to hold elections in 2021 during which its national forces will be tasked with ensuring security.

Guterres said the attacks "clearly demonstrate that a premature handover would be risky and that the continued presence of AMISOM is necessary during the transition as Somalia builds the capability of its security forces and institutions and prepares for elections in 2020-2021."
He stressed that the presence of AMISOM, alongside Somali forces, will be necessary during the elections, with the Somalis "expected to have attained sufficient capacity to play a lead role in providing security for the elections."
The Security Council last August had extended AMISOM's mission until May 31, 2018, and authorized a reduction of its uniformed peacekeepers from 22,126 to 21,626 by the end of last year and to 20,626 by this Oct. 30. In May, the council had extended AMISOM's mandate until July 31.
Monday's resolution delayed the troop reduction until next May 31 and kept AMISOM's police personnel at the current maximum of 1,040.

Ever since AMISOM has been in Somalia. Al Shabaab has gained not only strength but territory. It has become business for these poor African countries.

They need to be removed from our country and in place should be a multi-tribal armed forces that would protect the country.

Farmajo failed Somalia : Amisom to stay beyond 2020.

But I decided to leave the poor old man alone for a while .
Draco the other day @Bohol and the rest were saying it was the end of somaliland and farmaajo is going to destroy somaliland this is the reality farmaajo cannot govern Mogadishu without the help of amisom properly the un will decide to keep amasom until 2030 the anti somaliland brigade cannot accept what somaliland has achieved building a state.
