Daarood defo do have more Kala dambeyn then hawiye. And they can govern better then hawiye. Puntland is a clear example where they are the best maamul goboleed In terms of development and stability.
But hawiye do better when it comes to handing over power after their term is done. Daarood always want dictatorship which is their biggest downfall.
I agree, thats how they get into power we go from too much strong govt n ppl get angry and want change and then 'lawless hawiye' comes and their is no REAL GOVT and becomes 'dukan' or business like other shop fronts, and noone working for public good/interest but individual interest and thats is the cycle i seen. When I see hawiye president i know its going to become a 'dukan' cusub hamar uu soo kordhay, not a govt. Musibo a few hundred ppl interest laga shaqaynayo while millions rot, brilliant plan hag.
