Everything in recent events suggests that PL are having a hard time keeping up with SL securing Sool and Sanaag. Unpaid salaries, starving soldiers and a little political turmoil in Garowe.
Compare it to SL where soldiers do get paid, they are not starving. SL army headquarters is in Berbera not far away from UAE military base. It's not like the dusty small military camps in Puntland and in the other regions. This is a full-fledged 100 million dollar military base, that will help train and equip SL army.
