Blood money in Somalia

Low IQ man kills/rapes someone. His family and qabil pay money to the victims family for forgiveness and they accept. The killer is allowed back into society allowed to procreate.

Many people don't understand how this works from a religious perspective. If you kill someone by Gila (which means assassination) then you should be executed and the blood money doesn't apply here. The blood money only applies when you kill someone in a fight which means manslaughter. When it comes to rape, rape falls under Harabah which is always punishable by death and crucifixion. Now I believe in the separation of church and state but this the Islamic point of view which clearly condones the stupidity going on in Somalia.
