Because tanning is dangerous if it is from a machine instead of the sun. Bleaching is applying chemicals on your skin. You will get skin cancer if you're out in the sun for a really long time for like months. Bleaching speeds it up and you can get skin cancer within a year or 2 if you use too much. and go out in the sun for a couple of hours a day. Bleaching is worse than natural tanning.

They are not equal. Going from dark to light is a lot more dangerous and hard. Why do you think people abuse the creams? It is because they go dark after using it for a little bit. When they keep using it, that is when they go halfway or fully white. Darkening your skin isn't really hard. It is easier for the white people to go dark a little. When they use a tanning spray boom they are tan for 24 hours. Same thing for the tanning machine(not safe) also the sun is the best option they got if they use sun tan cream. Remember it is easier to go bit darker than it is to become light/white. IT IS NOT THE SAME.
