That's not what happened at late 2004 though, Abdullahi Yusuf AUN resigned, a few weeks his deputy was interim president and then Cadde AUN became the next real president. I'd need to check the state constitution

This would light a fire under SL and either result in a shift back to PL for Sool/Sanaag or at least for SL to spend way more money in developing these two regions - both outcomes are good for the local people.

Far too much power is entrenched in the hands of the 3 brothers. Many in PL are disenfranchised including smaller MJ clans like Siwakhroon and others. If things don't change, it will be the downfall of PL.
