Monitors several things but from the components on the 2nd pic the white item on the left measure air temp and humidity the one on the right is a pyranometer and measures irradiance. The vid also shows a wind speed sensor, solar panel is there just to power it and the comms.

Solar panels r useless unless u get a battery for nite time storage of excess energy that is un used during the day. Solar without batteries is fine if u change your energy usage patterns to strictly during the day lol. Not all the sun is same.energy from 6 to 10 in morning it's weak sun and less energy and from 10 to 4 is good sun energy production before late afternoon where it degrades also the energy output.
Most ppl don't consume electricity during the day but in the peak hours of 5 to 10 at nite(after work) and 5 to 8 in early morning, ironically utility companies here they jack up the prices of electricity unit prices in those peak hours calling it time of use
cause noone is using it during the day.

The one in Australia doesn't have any cable ties sticking out.. See below what I mean.. When electrician make cable work it's part of good quality practices to cut the cable ties to make your installation beautifull and make it professional..
