This is true. Shabaab did order it but it was ignored as the government troops were there and said to stay open
Al-shabab is a loser terrorist org that is a failure and nobody listens to and they are going nowhere.
If they keep their doors open, does that mean this government is a success? You say you don't support Al-Shabaab but you sure do peddle the terrorist propaganda alot here.
You’d be surprised bruh, stay in Somalia long enough then you’ll realize they’re a shadow government. People go to their courts frequently to have their disputes settled by them.

Shabab days as a fighting force has been over for years but this is where they can cause damage. They are good at assassinations and ain't no one going to protect these business folks if they defy thier orders. It will take intelligence and big effort to destroy thier assassination rings in a city as big as xamar. The dude praying next to you in a masjid could be a killer waiting to take you out.
tbh I really think the Somali govt. and their Allies want shabaab to stay longer. They’re the Bogeyman, there is no cash flow without a bogeyman. Take shabaab from the equation and now u have no common enemy to fight.

Part of the solution is education and the other part is strong surveillance. Allow avenues for people to snitch on Shabaab agents.
There needs to be high public confidence in NISA and police for this to happen. In the last regime, public barely ever went to NISA knowing that NISA and Shabaab became hard to tell apart.
I think you just perfectly described your uncle Farmajoo's close working relationship with Al-shabab.
