Sadly you don't understand the meaning of federalism. The UK system is entirely different from ours and you shouldn't compare the two. If the Council of Birmingham decides that their students will not take the A level exams, then should Birmingham students receive A level certification and be given a place at University?

Why should Puntland students sit an exam for a curriculum they have not been taught in a place where the exams can be purchased in Bakara market?
