1. Yes, but this other stuff isn’t significant. Even their most significant attack on a western target burned only ten planes and helicopters.
2. Because they have indirect bayah to Jahmis(the Taliban) is the official reason. Of course ISIS used to have such a bayah themselves. When AQ expelled them in 2014, they shortly after declared a caliphate and essentially declared anyone who doesn’t have bayah to them is not a Muslim. They made political loyalty a pillar of imam. I'm sorry but I never understood this theory. The west poured billions of dollars into the FGS. It's just that said "government" is so laughably corrupt and incompetent that it will never succeed. If anything the West is quite annoyed that the FGS still hasn't defeated AS.
