Near impossible. The article was set up by Meles Zenawi to manipulate ethnic groups allied with him and buy himself enough time to consolidate his power. Once he firmed his grip on government institutions he denied every region the right to exercise article 39 and installed puppet governments in every region to prevent them from triggering process. And if by chance they do he'll steamroll any federal government as he did with the Oromo, Somali and Sidama people.
