This was always fixed after the Mbagathi Accord.

Neither would any federal state being built request additional members in both houses.
The current appointment of 13 members to the Senate is unconstitutional.
How come when JL or Konfur Galbeed or Galmudug or Hirshabelle.was being created how come they never added mps or senators for those states to represent them also.


Xamar required a Govonor to ran it with their own local mps in their own local govt.
They already have representation in Parliament for both houses.

So when Hawiye have more representation than Darood and Raxaweyn has more representation too.

Then SL deal becomes a reality.

I guess The President,Speaker and PM positions will only be with Hawiye,Dir and Raxaweyn.

I wouldn't be surprised if it were the end of 4.5 as well, if they are planning to add 13 seats to a House that is already maxed out, then there are some changes coming to the rules, perhaps a rewrite of constitution if SL is back in the fold.

Whether SL joins or not the constitution is fixed.
SL has mps representing them and there are Isaq ministers it's not that they were not represented.

Also why add senators and mps when creating Xamar state it doesnt make sense.
Because Galmudug which was the last state build did not create an increase in senators in the parliament.
What Xamar needs is internal representation.
Means they need to manage Xamar resources like revenues and expenditure and elect their own to do that for them.
But not senators or mps.

Hawiye live matters using the constitution.
Because you were only focused on destroying JL.and PL.Farmajo undermined them throught his stay in power.I dont need to remind you on this.

Xamar does not meet the requirement for a state but wants representation so the way to do it was ending 4.5 and popular election but because they failed that Farmajo satisfied Xamar with Senators. Benaadir is getting its share based on population. That's what is happening. The SFG is going to shift from 4.5. I wonder if this will come into effect next year
